Charu Esper
NASACharu has over 20 years of strategic human capital and operations experience. In her current position, Charu is the deputy for Culture and Workforce for Digital Transformation. In addition, she is the Talent Consulting and Analytics Branch Chief. In her previous role, she served as a Division Manager for Strategic Workforce Planning and Analytics within the Office of the Chief Human Capital Officer (OCHCO) for Department of Homeland Security (DHS). Charu was responsible for managing the Human Capital Operational Plan which outlined the goals, objectives, and measures for successful strategic human capital management and service delivery.
Previously, Charu served as the Deputy Director within Workforce Resilience and Engagement Division within Customs and Border Protection (CBP) where she led a team to provide resiliency and engagement programs that impact the mission-readiness of a diverse 60,000 personnel CBP workforce. Charu was also entrusted as a strategic partner with multiple leadership assignments including frontline recruitment and hiring, strategic planning, training, workforce planning, and organization development.
Prior to her federal career, Charu was in Management Consulting for over 14 years. She managed several key human capital transformations for NASA including projects at HQ, GRC, GSFC, and JSC; Health and Human Services (HHS); Environmental Protection Agency (EPA); and DoD.
Charu has a Master’s in Business Administration (MBA) and Bachelor’s Degree in Decision and Information Systems and Marketing from University of Maryland, College Park. She holds certification for Organizational Change Management, Project Management Professional (PMP) and Society for Human Resource Management-Senior Certified Professional (SHRM-SCP).
